Health history, drop the period picker

Following user feedback, the Health history page drops its single-day snapshot view and its 7/14/30/90-day period picker: every entry point (dashboard widget, project health strip, clicking a bar in the org-wide view) now lands directly on the bar chart, with no intermediate step.
The window adjusts automatically: 30 days ending today by default, or recentered to 14 days around the clicked day when arriving from a specific cell.
A dropdown filters by project, kept in sync both ways with the URL (?projectId=).
The organization-wide view now shows a chart stacked per project (healthy / up / degraded / down breakdown of all its containers that day); clicking a bar opens that project's scoped view. A project's view shows a chart grouped by container.
